These are old words but, they are still appropriate to use in relation to the City of Manningham. These were the words I used in my 2008 campaign for a better council at Manningham. And Ratepayers and Citizens still didn't vote for ME?
But now a few years on I am throwing a few more words into the mix to really vent my spleen that nothing has changed at Manningham to make me feel otherwise .
But , before I continue , I must say in this disclaimer that I do not include Joe Carbone , or any of his Personal Assistants , in my criticism of Manningham City Council .
In my opinion these people are squeaky clean as far as doing their darnedest to show that Manningham City Council is a great place to live and work in .
All other employees , do have a case to answer for their not doing the right thing by Ratepayers and Citizens , in particular those employees of the ASSETS and ENGINEERING DEPARTMENT .
Because I am oblivious to what other employees do at the Council , I am very apprehensive in saying anything about them , until they can prove to me otherwise .
I feel the appropriate wordage to use is "SAY NO TO THE GREED and INCOMPETENCE at MANNINGHAM CITY COUNCIL ", with a few other words added on ," SACK THE BASTARDS IF THEY DON'T DELIVER the GOODS ".
Since I have been back in the fold after the 6 year stint banned by Manningham City Council , I have been able to voice my concerns about the absolute incompetence of most of the staff in the Assets and Engineering Department , under the Directorship of Leigh Harrison , and the former Director Assets and Engineering , Claude Cullino .
It is interesting to note that Director Claude Cullino , said to the Late David Mayor founding member of the Park Orchards Rate Payers Association Inc., that Manningham City Council would be lucky to receive a 55% effective work rate out of its staff .
I believed that statement , because it does reflect the amount of work done by staff , and . in actual fact to do 100 % productive work it would take nearly three times the number of employees to do the required work .
But , when I say most of the staff , I would be more accurate if I said all of the staff !
I have been a long term ratepayer and citizen of the city for more than 45 years , and I have put up with all the bunk that a dysfunctional organisation produces .
I have uncovered corruption , and dishonesty by Council employees , such as the dumping of toxic waste at a tip in Stinton's Road to the Gainshare Bonus Scheme used by a few Executives to take advantage of stealing ratepayers and citizens money , because they thought it was better in their pockets than the councils .
For those who don't know , Gainshare is a derivative in my terms , of the words gainshare, in other words it means taking control of ones hard earned money , ratepayers and citizens money that is , and giving it to another benefactor , namely the employees them selves .
I am sure you can work out what I mean !
I came back to Council at the direction of VCAT , yes the VICTORIAN CIVIL and ADMINISTRATIVE TRIBUNAL in REFERENCE A/12 2014 , where the Manningham City Council was found guilty of Breaching my HUMAN RIGHTS and DISCRIMINATION , it was a landmark decision .
This decision opened a real can of worms both for me , and more so for all ratepayers and citizens alike , because it really highlighted the extent that the Manningham City Council would go in pursuing a ratepayer , particularly a ratepayer would was absolutely a pain in the butt to Council .
The Chief Executive of Manningham City Council , asked me recently , why I lodge so many complaints about 'MATTERS CONCERNING COUNCIL' , well my response was because every complaint that I lodge is genuine , and , they need to be fixed .
I then went onto say that if all employees couldn't live up to what was required of them , then they should immediately resign or , be sacked !
Therefore to bring to sacking employees to fruition , one must consider the reasons behind such a bountiful exercise .
To be a council employee used to be a role that was sought after by people who wanted to serve the ratepayers and citizens of a community .
That was the call , the be all and end all of it !
But , nowadays it is the exact opposite , as a COORDINATOR of the ASSETS and ENGINEERING DEPARTMENT said last year , when he was asked to come and work for another company , "I WOULD'NT CHANGE FOR THE WORLD , I GET SO MANY BENEFITS WORKING HERE , WHY WOULD I CHANGE ".
BENEFITS , when does he do any work , for a living !
Another area of indifference is the habit of the Councillors , instructing the Chief Executive Officer , to pursue a vexatious ratepayer and citizens at all costs .
This was done to the writer of this Editorial , Paul Slattery but at what cost did ratepayers and citizens pay financially , yes figures of approximately $520.000 were paid to Terrance John Bramham of MACQUARIE LAWYERS , for the exercise , in a trial that took up to 9 days .
As well it took approximately $112, 000 expenditure for Legal Aid to defend the case , in what was considered a landmark decision .
THE PROOF IS IN THE PUDDING !
In ascertaining the evidence that certain individuals are ripping the guts out of the system , look at some sections of Manningham City Council who do not do their jobs properly , thus making ratepayers and citizens suspicious .
One noticeable area is the PARKS and GARDENS DEPARTMENT , run by JEFF YOUNG , you don't have to look far to see that the verges edges are not trimmed , weeds abound , and , shrubs and trees are either dead or dying .
But , strangely enough in areas where Cr Geoff Gough lives , everything seems to be perfect .
How about that ; and , the same applies to the patch where Cr Meg Downie lives ,others , of note is the streets in Heidie Ward , were good footpaths abound , and , Parks and Reserves have adequate everything , and boy is it neat .
To get a fairer picture of how your local councillor is fairing , take a close look at their patches .
Manningham City Council is renowned for cutting corners to get the books to balance , it is common knowledge that because of the past issues concerning GAINSHARE the Council will pick the lowest tender price to satisfy its needs , but , invariably with the lowest price the chosen contractor will do a SHIT HOUSE JOB .
An example of this can be seen with the construction of various sections of Park Road , Park Orchards , Berringa Road Park Orchards , and Milne Road Park Orchards , and ,Park Road Donvale , if these roads are carefully inspected by a discerning eye , one can see they are riddled with mistakes .
These mistakes are due to the total lack of accountability of officers employed by Manningham City Council.
