For the past 45 YEARS i have been following Local Government in Victoria , and , for that time i have watched people use and abuse the system to their advantage .
The same old adage keeps rearing its ugly head , 'if you pay peanuts , you will get monkeys '.
But , i have found that this is true , no matter how much you pay a candidate .
Very few Councillors , enter the fray of being a good Councillor , without an ulterior motive , because being a good Councillor , really does not require a lot of work .
A Councillor , is a representative of the constituents who elect him , he is required to oversea what the Chief Executive Officer does , that's all , nothing more nothing less .
At present this is supposedly what happens , but , really its the culture of the bureaucracy that stifles the proper running of the business of local government .
I have long advocated for a complete overhaul of local government , to bring it into the 2030's , by ,controlled privatisation , by stealth , getting rid of the people , who think it is their as of right to have a job for life .
If we had Chief Executive Officers employed on the same basis , with all the powers to hire and fire , anyone not performing it would be a god send , and , once all this was done the role of the councillors would be made much simpler .
Of course it would be a lack lustre role for power hungry politicians , as their role would be diminished.
