Ratepayers to foot the $2450 bill for councillor's Brisbane jaunt

"Dear Joe, I understand that Councillor Stephen O'Brien is attending the above conference in NOVEMBER 2015.
As a background to this letter, Stephen O'Brien operates a company called UNIVERSAL PLANNING, in DONCASTER EAST, and as well he is a Councillor at the City of Manningham in Doncaster.
O'Brien is attending the Urban Design Conference as stated above in November 2015, at the total expense of the ratepayers and citizens of Manningham City Council.
In the minutes of Manningham City Council on Pages 2402 - 2404 inclusive, O'Brien did not once declare his Conflict of Interest relating to his attendance at the conference because he owned and operated UNIVERSAL PLANNING in DONCASTER EAST, but instead when I phone his office the phone was answered by a voice recording referring to Cr. Stephen O'Brien.
A further Conflict of Interest is shown in this matter, because Cr Stephen O'Brien is the Chair Person of the Councils Design Task Force group, but, this Conflict would have been negated by Cr Stephen O'Brien had he not been a member of this group.
In my opinion Cr Stephen O'Brien is not a fit and proper person to spend time attending a 'junket' as he going on, but, more so that he has made denigrating remarks about me personally, which have contributed to the fact that he should resign his position, because he has already breached the MANNINGHAM CITY COUNCIL's CODE of CONDUCT.
Finally, I proffer the following comment, and, in my opinion, Councillor Stephen O'Brien did not express a conflict of interest in this matter, it is he who has the benefit to gain, because his business interests in UNIVERSAL PLANNING stand to benefit substantially from insider knowledge gained from the URBAN DESIGN CONFERENCE.
In expressing my concerns in this matter, it is not the Council, nor its Councillors who can determine whether or not a Councillor has a Conflict of Interest in any matter, it is up to the Ratepayer and Citizen of that Council to.
would you please acknowledge receipt of this email, and, please give me your reply as soon as possible."
